A1. A Membership Secretary shall be appointed by each new Board of Directors. The Membership Secretary shall send annual dues notices as required, shall receive and process applications, and shall keep a current record of all members.
A2. (Amended 2008 May 31) Regional Membership Secretaries shall collect total regional membership dues remitting National dues (as per By-law 2A) to the National Treasurer and a new member or renewal member list to the National Membership Secretary.
A3. (Amended 2008 May 31) The National Membership Secretary and National Treasurer shall reconcile the member list to the dues paid.
B. All members, with the exception of Honorary Directors, are classified as Active Members and shall be either Regional or Non Regional Members.
C1. Active Members are those who have paid the required dues for the year current and who are entitled to all Club privileges. Membership includes both spouses and both have voting rights. Active Members only are entitled to vote, to hold National office, and to participate in events and contests designated as National.
C2. Active Members are eligible for Regional membership subject to the requirements of the Region.
2. DUES
A. (Amended March 1, 2002) Effective January 1, 2003 and until further notice, National dues are $34.00. Regional dues are determined individually by region. When notified thereof, members shall remit combined Regional and National dues to the Regional membership Secretary.
Non-Regional members and new member applicants shall remit $45.00 directly to the National Membership Secretary.
B. (Amended 2008 May 31) Membership fees fall due on October 1st, renewals shall be made by February 28th for a member to remain in good standing. After February 28th, any member who has not renewed shall have their name removed from the list of members and shall cease to receive Club publications and privileges.
C. (Amended 2008 May 31) Dues paid by a new member after July 1st will keep the member in good standing for the remainder of the current year and all of the year following.
D. Former members who ceased to be members for a period greater than one year shall be regarded as new members and qualify under Clause 2C whereas when paying arrears for the current year, a member shall be reinstated for the balance of the current year only.
3. FISCAL YEAR
The fiscal year of the Club shall commence October 1st.
4. DIRECTORS' MEETINGS
A. (Amended 2008 January) A minimum of five Directors' meetings per year (excluding the AGM) shall be held on a date, time and at a location agreed to by a majority of the Directors, and/or if deemed acceptable by a majority of the Directors, some meetings, excluding the AGM, may be completed by teleconferencing.
B. (Amended 2008 January) National Directors, Officers and Regional Presidents (or their designates as defined in 5A of the Constitution) who travel at least 25 kilometres (one way) to attend a National Directors' Meeting are entitled to reimbursement for travel expenses as outlined in 4C of these By-Laws. As well, from time to time, the Directors may agree to reimburse other members who come to the National Directors Meetings, e.g. committee chairpersons, at the same rate as outlined in 4C. However, it is understood, where possible, eligible members will car-pool, and that no more than two members from any one region will be reimbursed for attending the same meeting.
C. (Adopted 2008 January) Reimbursement will be at rate of $0.15/km return, and will be based on mileage from a central address in each region (the centralpoint to be determined by the President of the Region and the Treasurer of the ACCCC) to the meeting location's address. This rate to be reviewed as required.
5. QUORUMS
A. (Amended 2008 May 31) The quorum number for Directors' Meetings shall be seven (7). All National Directors, Regional Presidents (or Regional Presidents' delegates) and the Past President, present at a National Meeting, are counted for quorum.
B. The quorum for Annual Meetings shall be 25 members.
C. The quorum for Special Meetings shall be one tenth of the voting membership rounded upward to a whole number.
D. Proxy votes shall not be allowed at any meeting.
6. EXPENDITURE LIMIT
A. Except for specific items that have been approved in the annual budget, e.g. Reflector expenses, the limit of expenditure referred to in Clause 6B of the Constitution shall be one hundred dollars ($100.00).
7. PUBLICATIONS
A. A periodical bulletin Editor shall be appointed by each new Board of Directors. The Editor shall compile and cause to be produced a minimum of four (4) issues (quarterly) each year unless changed by agreement of the Directors.
B. Notices to the members published in the periodical bulletin of the Club shall be considered official as if mailed under separate cover.
C. A Club Roster shall be compiled by the Membership Secretary. The Roster shall be printed and mailed to all members by agreement of the Directors when financial resources permit
8. BADGES
A. A badge or badges, including one suitable for affixing to members' vehicles will be available. The badge will bear the Club crest.
9. TOURING INSPECTIONS
A. Regions shall appoint a member, who need not be a Director, to oversee annual vehicle inspections and issue decals and/or inspection certificates.
B. (Amended May 2, 2003) Any member who intends to use any vehicle 20 years or older at Club functions shall have that vehicle inspected annually for its roadworthiness by their Region.
C. (Added May 2, 2003) It is mandatory for any member who attends the Tour to Yesteryear with a recognized vehicle and wishes to use their vehicle to participate in planned events to have a current touring inspection decal ATTACHED IN PLAIN VIEW to a window of the vehicle or documented evidence of a current touring inspection being completed on their vehicle. THERE WILL BE NO EXCEPTIONS.
10. APPRAISALS
A. The Club shall sponsor an appraisal program for members, enlisting appraisers from among its own members. A Chief Appraiser will be appointed by the Directors.
B. Policy, Fees and Guidelines shall be Approved by the Directors and published independently of the By-laws.
C. A portion of the appraisal fee will be collected by the National Treasurer and shared with the vehicle owner’s region
11. VEHICLE RECOGNITION (Added May 2, 2003)
A. The Antique and Classic Car Club of Canada recognizes and encourages the participation in Club events of all types of vehicles which are 20 years or older and which have not been obviously altered either cosmetically or mechanically from their original state. Alterations which do not distract from the vehicle's original theme, or have been made for safety reasons, will be allowed if done in an acceptable manner as outlined in the guidelines which from time to time will be issued by National. All other vehicles will not be recognized by the Club and cannot display a National touring inspection decal.
B. Regional Presidents must ensure touring inspection decals are not issued for vehicles, which are not recognized by our Club.
C. (Amended 2008 May 31) Only vehicles recognized by the Club, current Touring Inspections, will be allowed to park in designated areas at National events and to participate in the Tour To Yesteryear. (Members with mechanical/medical issues may be exempt).
D. Members whose vehicles are not recognized will have the right to appeal their vehicle status as outlined in 11E. However, while their appeal is underway the restriction outlined in11C remains in place.
E. Members wishing to have their vehicle’s status appealed must make a request in writing to the National Directors. Within 30 days of the official written request being received the National President will appoint a tribunal board. The board must be comprised of one National Director and two members in good standing from Regions other than that of the member requesting the review. The tribunal will be issued guidelines by the National Directors to follow when assessing the members' vehicle and their ruling must be made within 90 days of the official request being received. As long as their ruling is in keeping with the guidelines issued it will be binding.
F. Complaints regarding another member’s vehicle’s status can be made in writing by any member to the National Directors and must be accompanied by a $100.00 certified cheque made out to the Antique and Classic Car Club of Canada. This money is meant to stop frivolous complaints and will help offset investigation costs. Within 30 days of the official written request being received as outlined above the National President will appoint a tribunal board. The board must be comprised of one National Director and two members in good standing from Regions other than that of the member requesting the review. The tribunal will be issued guidelines by the National Directors to follow when assessing the member’s vehicle and their ruling must be made within 90 days of the official request being received. As long as their ruling is in keeping with the guidelines issued it will be binding.
G. Requests for subsequent reviews on the same vehicle will not be allowed unless in the opinion of the National President major changes to the vehicle have been made which would warrant a subsequent review.

ALTERATION GUIDELINES
(Ref. To in By-law 11)
As it is impossible to list all acceptable or unacceptable alterations to vehicles, assessors do have some discretionary powers. However, the executive would remind you that your decision must be seen as in keeping with the club's purpose.
Regional Presidents have a requirement to ensure that the club's National Touring Inspection sticker is not affixed to a non-recognized vehicle. National would recommend that Regional Presidents utilize this list when assessing members' vehicles. It is important to remember that National has the right from time to time to update this list. If concerns arise that Regional Presidents have problems addressing it is strongly recommended that they contact National. If pictures would help explain your situation please ensure they are taken.
1. AUTHORIZED ALTERATIONS
A. CHASSIS
• improved brakes (but disc brakes only if original equipment).
• suspension must remain essentially as original.
• overdrive may be added if done discreetly.
• newer type tires if the original type wheels and suspension can safely accept them.
B. ENGINE
• addition of an oil filter and other improvements to the oiling system.
• electric fuel pumps and pressure regulators.
• electric charging system may be improved.
• dual exhausts with period manifolds.
• increased radiator capacity - a storage (coolant) container may be added discreetly.
• carburetors if similar to what would have been available as an option for that vehicle when manufactured.
• changes to the engine which do not distract from the original theme or period of the vehicle being assessed.
C. BODY
• the body must be retained as original as possible. However, in some case fiberglass replication of body parts are acceptable if done in a discreet manner, e.g. Replica fiberglass fenders, etc.
• replication of some metal, plastic and/or rubber parts are acceptable.
• interior should be as original as possible with regards to dash, pedals, carpet, upholstery ,etc. However, some flexibility will be allowed while retaining the original style and ambiance.
D. SAFETY FEATURES (for example but not limited to)
• addition of turn signals.
• battery shut-off switch.
• fire extinguisher.
• safety glass.
• seat belts and anchors for child seats
• improved lights including two tail lights and two stop lights.
E. MAINTENANCE
• fan belts, spark plugs, batteries, windshield wipers, hoses, relays, wiring, etc. should be retained as much as possible as the original appearance.
• changes in the paint make-up are acceptable although colour schemes should be appropriate
2. UNAUTHORIZED ALTERATIONS
A. CHASSIS
• frames should not be re-configured.
B. ENGINE
• OHV engine in vehicles which only ever were produced with flathead engines.
• changes to engine sizes which would be inappropriate for the era of the vehicle such as placing a 1957 Chev V8 engine into a 1953 Chev, or Chev engine into a Ford or vice versa, or visibly different.
C. BODY
• Re-configurations such as sectioning, tubing, chopping, seam filling, frenching, raising, lowering, jacking, de-chroming, or adding chroming beyond an original model year, etc.
• kit cars.
